Understanding the Police Precept

Every year, households contribute to funding local public services through their council tax bill.

The police precept is just one part of your council tax bill. Other services that set precepts funded from your council tax include:

  • Fire and Rescue Services
  • Local Authorities
  • Combined Authorities or Mayors

Each of these services determines its precept based on its operational costs and future plans.

What Is the Police Precept?

Around 57% of the police budget comes from central government funding. The remaining 43% comes from your council tax. This funding helps cover the costs of essential services.

How Is the Police Precept Set?

Setting the annual precept is one of Police and Crime Commissioner (PCC) Clare Moody’s key duties.  Each year she is responsible for determining the precept amount. Here’s how it works:

  1. Budget Review: The OPCC reviews the police force’s funding needs, including ongoing projects and future challenges. This involves close consultation with Avon and Somerset Police to look at demand.
  2. Public Consultation: The PCC consults with residents, asking for their views on potential precept increases.
  3. Scrutiny: The proposed precept is presented to the Police and Crime Panel, an independent body made up of local councillors and Independent  members. The panel reviews the proposal and can either approve or recommend amendments.
  4. Decision: Following the panel’s input, the PCC makes the final decision on the precept amount, balancing the need for investment in policing with affordability for households.

The Police and Crime Panel for this year’s precept will be meeting on February 4th.
